Thumbs down Local law enforcement has lost credibility and integrity.

In reading all the articles in the papers, the posts on NIK and listening to the news, one cant help but feel that Kokomo/Howard law enforcements will to protect and serve has diminished. As the very foundation of their oath begins to crumble more and more police officers, deputies and Town Marshals have shown that their focus is on being self-serving and not public serving. The enthusiasm about being a police office they had as a young rookie is lost forever and has been replaced with a lack of respect for their administrators, themselves and the public.

No doubt there are many officers out there who still care and feel they can make a difference, but they are overshadowed by the negative persona of the inept. The situation at KPD with Miller, Baker, Mitchell, the situation at Howard County with Deputy Welker and the situation in Greentown with the Town Marshal has gave all law enforcement a black-eye. Its time to begin rebuilding the credibility of local law enforcement by cleaning house and getting rid of the bad apples. This also goes for the administrators and Town Boards. If they can’t correct the problem and police their own departments then it’s also time for them to be removed from their positions.

To start out the Greentown Marshal has no credibily to begin with, he's just a smart mouth little punk!! Since he has no real police authority or he's not considered a real police officer by his peers he take his little man frustrations out on the town's people.. Then take a looks the the escapades at the HCSD over the last few years. A deputy taking his police K9 truck out of state with the K9 to meet and have sex with a Internet girlfriend. Oh my, how the truth was spead everywhere about using his department handcuffs and the K9 being left in the truck while he played. Thats right folks we paid for his gas, expenses, salery and the K9, so he could abuse his powers and then not get fired for it.
Then of course the deputy who like to run plates to find women he was hot for, it wasnt his first time and will not be his last. Now Welkers games, need I go there? Good old KPD, everyone who reads the paper or visits here knows the storys.

Yep, these few make the taxpayers real proud that they wear a badge. The sad part is the hurt all police with the disrespect for the rules. Time to stop giving them breaks and start firing them for a change.

    Default common thread

I would like to throw another name into the mix of Law Enfrocement problems in Howard County. In recent years, through all the debacle, one common thread has been the Howard County Prosecutor, James Flemming. Mr. Flemming, as he prefers to be addressed, has failed to act on several opportunities to clean up issues within the local departments. After reading the article about the gentlemen who used his volunteer fire lights to nab some individuals that destroyed his property, I felt the need to do something. I do not know Mr. Milligan and I often laugh at individuals who feel the need to put emergency lights on their personal vehicles, and even wonder about their insecurities, however, if Flemming chooses to go forward with charges against a man who used power given to him by the Indiana Constitution to defend his property, he would be doing an injustice. THis is exactly what is wrong with our society. Milligan did not pose as a Law Enforcement Officer, he tricked these idiot kids into stopping, had called for assistance and effectively made a citizen's arrest, which is legal in Indiana. Jim, do the right thing, charge the little trouble makers and let the angry citizen go uncharged. Now you have a chance to do something right, but, unless Milligan is politically connected, I doubt true justice will be served.

The Prosecutors office has been at the top of the "problems with law enforcement" for many, many years. So many times I don't see justice served as the child abuser just gets his hand slapped and then they turn around and incarcerate a newly married wife for a bad check (first time offender and the check was under $50) that she made good?!?!

I have sent more than one case to them that they wanted to reduce to a slap on the hand because of who they were or who they know. I have threatened more than once to take issues to the press if they dropped the charges. They don't seem to like bad press.

    Boomer,

Curious here. What do you think of felony charges being filed against this man in mailbox incident?

I don't think any charges should be filed at all. I would have done the same thing if it happened to my property.I would not have used any emergency lights because I don't have any,However ,I would have followed them and got a plate number and then notified the police or followed them to wherever they were going.

I agree the Prosecutors Office has done very little for me as a victim of a crime. A crime that a KPD Officer accused me of committing. Before you jump, the actual criminal has been caught and I did it myself along with an officer that wanted to do his JOB. My problem is that when I file charges against the Officer it will get swept under the table. i.e. Kirk and Davis. Neither of our two fine Newspapers want to touch the story because I want proof that I filed the complaint.

What the criminal was after, were pictures of a local politician along with love letters from him to her. The Officer who refused to investigate the crime was rewarded with a promotion.

Sounds like our countries finest "KPD". Their new slogan should be..."Want an award winning career...one that encourages you to have sex on the job and the more you do the better your promotion will be, where evidence against you is no worry-you can take it home with you if you think it will damage your integrity, where those chosen to serve have the best criminal minds in the land-they just know how NOT to get caught, where you don't have to serve and protect the community but rather let them serve and earn the right to be protected by how much they do for you!". I have grown up around public service officials my entire life...and Thank God I have or I wouldn't believe there were still a few good one's left. I will however say; it is a disgrace to say I am from Kokomo...the town where a badge has only earned laughs instead of respect, a town where those that try to do right are the one's that need to be protected and can't.
