    If Rhino is late, it mean they don't have enough cabs and drivers to handle peak loads{when everyone has to go to work, or come home} maybe by adding a couple of cabs and part-time drivers,they could meet the load. Why not use some of the money for Rhino to buy the cabs[maybe as a loan,with low interest] and use the rest to increase the subsidy for riders.With a few new cabs Rhino could handle peak loads and use the cabs as replacements on off-peak times so they could preform more preventative maintenance.
